Water and drains
Dirty water, chemicals or repeated irrigation runoff toward a drain: report the source, path and location to City Stormwater. Stormwater rules can cover private sites. That does not mean the City maintains every private drain. Ask which site plan and maintenance rule apply.
Pools are a separate system
Apartment pools and spas have health and safety rules. Report cloudy water, broken barriers or suspected equipment problems to management and County pool staff: 858-505-6903. Do not enter a closed or visibly unsafe pool. A water bill does not establish pool safety.
Pesticides, air and moisture
Pesticide use must follow its label. Save posted product names, time and location; report possible drift or unsafe use to County Agriculture: 858-694-8980. Odor alone does not identify a chemical. For smoke or dust, ask the air district: 858-586-2650. Indoor leaks and mold go to management and City housing enforcement.
Landscaping and wildlife
A hillside is not automatically protected habitat. Ask City Planning which boundaries, permits or project conditions apply. If you observe possible harm to nests or wildlife, contact California Fish and Wildlife: 888-334-2258. For noise, record equipment, hours and duration; ask the City which rule and office apply.
Keep a small, useful record
From a safe place, note date, exact spot, weather, duration and where water or dust travels. Keep original photos and prior responses. Separate what you saw from what you suspect. Do not enter restricted areas, collect hazardous samples or disturb equipment.
