A closed ticket does not prove a condition was corrected.
Why it matters
Process states change what to preserve and who should act next.
Source
The existing routes distinguish request, inspection, finding, order, correction, and closure.
Limit
A photo, complaint, or closure alone does not prove cause, a violation, or complete repair.
For follow-up
Keep the original request, document the current condition, and ask in writing for the inspection, finding, and closure basis.

Water, utilities, and billing
These questions help identify records from the same billing cycle. They do not decide whether a charge is correct.
Water+
Ask
Can you show me the water provider’s bill and how my charge was calculated? How many homes and people were included or left out, and how were shared areas handled?
Ask first
Management or the billing contact on the statement
Keep
Statement, lease utility addendum, written request, and reply
Limit
The reviewed statements divide costs by occupancy; they do not measure each home’s water use. We still need the monthly inputs to check the calculation.
Electricity+
Ask
Does my meter power only my home, or also a storage room, another home, or a shared area? Can SDG&E and management arrange the appropriate professional checks and explain the results in writing?
Ask first
SDG&E for the account; management in writing for premises wiring
Keep
Bills, meter number, written request, and professional test results
Limit
Showing that a meter powers a home does not show that it powers only that home. Results for one home do not establish the wiring throughout the property. Do not open electrical equipment or test circuits yourself.
Sewer+
Ask
Is this an inside or private-lateral problem, or a public-main problem—and what source bill and formula produced my sewer charge?
Ask first
Management for an inside backup or private lateral; City Public Works for a public-main problem
Keep
Location, photos, maintenance ticket, source-bill request, and handoff record
Limit
Responsibility depends on where the condition is located. A billing line does not identify the failed infrastructure.
Trash+
Ask
What vendor invoice, unit count, and included costs produced this equal per-unit trash charge?
Ask first
Republic Services for missed pickup; management for the charge
Keep
Statement, missed-service dates, photos, invoice request, and reply
Limit
The charge and lease method are verified; the source invoices and allocation denominator were not produced.
Pest control, service fee, or prior balance+
Ask
Which part of my lease allows this charge, and what does it cover? Can I have a complete list of charges, payments, and credits on my account?
Ask first
Management and the billing contact
Keep
Lease page, statements, payments, service requests, and full account history
Limit
A subtotal, prior balance, or total due is not another service charge. Check the separate charges, payments, and credits that make up the total.
Voucher overlay+
Ask
Do my current bill, lease utility responsibilities, HACSD notice, and utility allowance all describe the same resident share?
Ask first
Assigned HACSD housing specialist or caseworker after preserving the property record
Keep
Current bills, signed addendum, HACSD notice, utility-allowance schedule, and replies
Limit
A mismatch is a question for review, not proof of a subsidy or billing error.
Source boundary: Derived from eleven Casa Lago statements, the signed utility addendum, and controlled electrical evidence reviewed August 29, 2026. Monthly inputs needed to verify specific allocations remain missing.
To ask about one month, question a charge, or report a water-service problem, use the water-bill guide. It has copyable request text and a written management contact. The portal is not verified for requesting supporting records. Open water-bill guide →
Ask management for the written pet rules, shared-area cleanup plan, and who handles an unresolved condition. Request a dated response.
Keep what you observed
Note the location, date, and time; save your request and response. Poop Ping sends only the nearest building number. Keep any extra detail privately and separate one incident from a repeated pattern.
Use the right route and follow up
The City directs barking and animal-waste complaints to Animal Care. Contact that office directly when it fits; ask for and keep any reference number or response. For property cleanup or rule enforcement, ask management what it did.
Check your lease, addenda, supplied rules, and any closure or change notice. Keep the version, date, and related charge. Ask which rule applied to your situation.
Ask for a checkable answer
Describe the lost access or condition with dates and safe photos. Ask in writing who decided the change, why, how long it will last, and what remedy the property offers. Keep the reply and check the actual result.
Use a specialized route when it fits
For pool sanitation or safety, use the County pool program. For a possible City building-code condition, use Code Enforcement. A dispute about a lease promise or charge may need legal help.
A closed amenity is not automatically a habitability violation or an automatic refund. The duty depends on the lease, facts, and applicable rule. See California’s official tenant guide. DRE guide ↗
Acting together can build a fuller record without requiring everyone to share private information.
Why it matters
Each household may have different facts, consent, risk, and goals.
Source
The existing guide presents individual and collective options and notes that residents must still decide their structure.
Limit
Interest or discussion does not prove an association exists or represents everyone.
For follow-up
Define one small objective, voluntary participation, privacy boundaries, and a safe decision method.
ORGANIZING
Tenant unions and organizations
A tenant union or tenant organization brings renters together to discuss shared problems, decide what to ask for, and act together. It may help neighbors form a group in a building or neighborhood. Each resident decides whether to participate and what to share.
These groups focus on collective organizing. They are different from legal aid; do not assume they can give legal advice, represent you in an eviction, or stop a court deadline. If you received court papers, seek legal help promptly.

FY 2024 · Code Enforcement
Context
The linked draft City report lists 1,068 new cases and 816 closed or completed.
Why it matters
It shows substantial service volume.
Source
City FY 2024 Annual Report; the linked PDF is marked draft.
Limit
It is not a cohort or backlog calculation; closed/completed does not say whether each condition was corrected.
For follow-up
Keep the number and ask for inspection, finding, correction, and closure basis.
