Start with safety
Immediate danger, fire or a crime in progress: call 911. Stay away from gas leaks, live wires and unsafe structures. Use emergency help before a routine complaint.
Report the condition
Tell management about leaks, pests, mold, broken equipment, blocked access or unsafe common areas. Give the place, date and requested repair. Keep a written copy; urgent help can run in parallel.
Choose the right office
City Code Enforcement: housing conditions, mold, sewage leaks, trash and unsecured pools. Call 619-691-5280. County general housing enforcement does not serve Chula Vista. County pool staff do handle apartment pool/spa health and operation: 858-505-6903.
Water, power or a bill
Water service: contact the provider; Otay emergencies: 619-670-2207. Private plumbing: management. Gas/electric service or SDG&E bill: SDG&E. Conservice charge: ask management and the biller for the source bill, formula and calculation. A billing question is separate from a water-safety report.

Runoff toward a drain: City Stormwater. Pesticides: County Agriculture. Smoke or dust: air district. See the environmental guide. Ask and keep
Ask: Who handles this? What will be checked? When should I follow up? Save photos, dates, tickets and replies. A closed ticket does not prove repair. City reports require your identity and may become public records. Ask for language or disability access help. Reporting does not guarantee enforcement.
