Who can help?

Search for your problem in everyday words. Each route shows what an office can do, what it cannot do, and what to prepare. A referral is not a resolution.

Opening search…

County District 1 — Supervisor Paloma AguirreCounty service delays, HACSD voucher follow-up, pool health, or County policy concerns
ContactDistrict1community@sdcounty.ca.gov · (619) 531-5511

Email or phone the office for constituent assistance. The website’s scheduling form is for meeting or event requests.

Email the office
Can do

Ask County staff for a status or referral and raise recurring service gaps for policy or budget attention. Request constituent assistance; the responsible department still makes program and inspection decisions.

Cannot do

Replace a formal County complaint, HACSD review or hearing, City code inspection, emergency response, legal help, or court filing. Assistance and a particular outcome are not guaranteed.

Prepare

A short factual summary, relevant location, department contacted, dates, reference number, response or unanswered request, and the specific next step you want.

Next or escalate

Ask which County department owns the issue, who will follow up, and when to expect a written update. For a City-controlled issue, use the City route too.

City Council District 3 — Councilmember Michael InzunzaUnresolved City services, code or public-works follow-up, or City policy concerns

Email, phone, or the official District 3 contact form. Check the City Council district map for your address.

Email the office
Can do

Request constituent assistance with City service follow-up and raise recurring gaps for Council policy or budget attention. City departments and the City Manager handle administration and enforcement.

Cannot do

Guarantee enforcement, decide private damages, direct County voucher decisions, replace a department complaint, or pause a notice, hearing, appeal, or court deadline.

Prepare

A short factual summary, relevant location, City department contacted, dates, case or request number, response or unanswered request, and the specific next step you want.

Next or escalate

Ask for the responsible City department, a named follow-up contact, and a written status or explanation. If County services are involved, keep that track separate.

Property management / ownerRepair request, lease question, billing correction, or property rule
ContactUse the contact in your lease, resident portal, posted manager information, or owner disclosure.

Email, letter, phone, or in person. The portal publicly advertises payments, payment history, and maintenance; a billing-record request function is unverified.

Email Casa Lago management
Can do

Open a work order, inspect, repair, correct a ledger, explain a policy, or issue a written decision.

Cannot do

Replace a City inspection, police report, court response, civil-rights complaint, or Housing Authority review.

Prepare

Condition or charge, dates, exact location, earlier ticket numbers, lease page, photos or bills, access offered, impact, and the outcome requested.

Next or escalate

Verify what was actually done. “Ticket closed” is not the same as “condition corrected.” Use the responsible public route when authority or enforcement is needed.

City of Chula Vista Code EnforcementMold, mildew, unsafe building condition, multifamily inspection, trash, junk, or unpermitted work
Contact(619) 691-5280 · Development Services, Code Enforcement, 276 Fourth Avenue, Chula Vista, CA 91910

Online form, phone, or printed form by mail. The City says it generally investigates reported code violations within two working days.

File a code complaint ↗
Can do

Accept a non-anonymous complaint, investigate within City authority, document a case, inspect, and seek code compliance.

Cannot do

Decide private damages, order every repair a resident wants, enforce County-only programs, or prove that a violation exists merely because a report was submitted.

Prepare

Exact address, unit or area, condition, when it began, recurrence, management notice, photos, access limits, and requested inspection. All required form fields must be completed.

Next or escalate

If the condition continues, send the earlier case number, current evidence, unanswered questions, and the exact inspection, finding, or correction status requested.

ACT Chula Vista / Public WorksPothole, streetlight, graffiti, dumping, sewage, storm drain, dead animal, traffic signal, or abandoned vehicle
Contact(619) 397-6000 · Web and mobile access through ACT Chula Vista

Public web platform, iPhone or Android app, or Public Works Dispatch by phone.

Open ACT Chula Vista ↗
Can do

Route a request to the responsible City department, issue a tracking number, show updates, and accept anonymous reports.

Cannot do

Handle emergencies, replace a private-property repair request, or keep the report itself private.

Prepare

Public location, category, description, date, whether it is continuing, and a photo only if safe and useful.

Next or escalate

Reopen or follow up with the tracking number if the condition remains. A posted “addressed” status does not prove the underlying condition was corrected.

Chula Vista Police DepartmentCrime, threats, theft, vandalism, break-in, or an eligible non-emergency police report
Contact911 emergency · (619) 691-5151 non-emergency · 315 Fourth Avenue, Chula Vista, CA 91910

911, non-emergency dispatch, English or Spanish online reporting, mail, or police lobby for appropriate matters.

Call CVPD non-emergency
Can do

Dispatch officers, take a non-emergency report, accept eligible online reports, and assign an incident or case number after review.

Cannot do

Resolve a lease dispute, guarantee investigation or arrest, or convert every call for service into a crime report.

Prepare

Location, what happened, current danger, time, loss or damage, witness information, safe evidence, and whether a suspect is known.

Next or escalate

Keep the identifiers distinct. A call for service is not a confirmed crime; a temporary online number is not yet the reviewed case number.

Legal Aid Society of San Diego / California Courts Self-HelpNotice, eviction risk, lockout, rent or deposit dispute, retaliation, or urgent housing deadline
ContactLegal Aid: (877) 534-2524 · TTY (800) 735-2929 · Monday–Friday, 9 a.m.–5 p.m.

Call Legal Aid
Can do

Screen for legal assistance, explain options, help with qualifying matters, and provide official court forms and process guidance.

Cannot do

Guarantee representation or extend a court deadline. This independent site does not calculate a deadline.

Prepare

Every page and envelope, how and when it was served, lease, payment record, notices, court case number, and a short timeline.

Next or escalate

If you have a Summons and Complaint, use the exact service method and official court guidance to identify the response deadline and get prompt help.

California Civil Rights Department (CRD)Housing discrimination, harassment, source-of-income treatment, retaliation, or accommodation denial
Contact(800) 884-1684 · California Relay 711

CCRS online; completed intake form by email or mail; phone or in person. Language and disability assistance are available. A blank email is not an intake form.

See official CRD filing options ↗
Can do

Accept an intake form, assess jurisdiction, investigate accepted complaints, seek resolution, and issue a determination.

Cannot do

Treat intake as proof or automatically decide a private lease dispute outside civil-rights jurisdiction.

Prepare

Specific events and dates, who was involved, the protected basis or accommodation, requests and responses, documents, witnesses, and the outcome sought.

Next or escalate

Keep submission, acceptance, investigation, finding, and resolution separate. An intake is not a finding.

County HCDS / Housing Authority of the County of San DiegoSection 8 / HCV inspection, recertification, rent share, utility allowance, HAP, portability, accommodation, or agency decision
ContactGeneral information (858) 694-4801 · Toll free (877) 478-5478 · Ask for your assigned housing worker or the correct participant channel.

Assigned housing worker or normal participant portal first; general phone, fax, mail, or in person at 3989 Ruffin Road, San Diego. The ombudsperson email is a secondary escalation attempt after the normal route stalls.

Call HCDS
Can do

Review program issues, communicate about inspections and recertification, process accommodation requests, and provide program review or hearing routes.

Cannot do

Replace management’s repair duty, City code authority, a court response, or a civil-rights agency.

Prepare

Participant name and case reference, HCV/PBV/VASH type, unit, management notice, condition or calculation, dates, impact, earlier agency contact, and exact review requested.

Next or escalate

For an unresolved PHA issue, preserve the normal HCDS record first. If that route stalls, the County currently lists HCDS_RA_Ombudsperson.HHSA@sdcounty.ca.gov as a secondary contact; using it does not guarantee acknowledgment, review, or resolution. Preserve the HCDS record before contacting HUD PIH. A scheduled inspection is not an inspection result.

ContactPIH (800) 955-2232 · FHEO (800) 669-9777

Can do

Cannot do

Repair a unit directly, replace the PHA, or prove wrongdoing from a report alone.

Prepare

Program type, local PHA, original report and response, dates, impact, identifiers, documents, and exact help requested.

Next or escalate

Keep the local PHA record attached to the federal escalation. A referral is not a resolution.

County Environmental Health and Quality — Food and Housing DivisionPublic pool or spa safety, sanitation, or water-quality complaint

Phone, email, or mail.

Email the County pool program
Can do

Accept a complaint and inspect or enforce within the County pool program.

Cannot do

Handle every standing-water or private repair issue; mosquito breeding uses Vector Control.

Prepare

Facility, pool or spa, date and time, visible condition, posted closure or permit information, symptoms, witnesses, and safe photos.

Next or escalate

Ask whether the complaint was accepted for the pool program and what inspection or disposition followed.

County Vector Control ProgramMosquitoes, green pool, exterior rat activity, dead bird, flies, or another vector issue
Contact(858) 694-2888 · vector@sdcounty.ca.gov

Online service request, phone, email, or Tell Us Now! app.

Request a vector inspection ↗
Can do

Accept online, phone, email, or app requests; inspect certain exterior rat or mosquito conditions and provide guidance.

Cannot do

Exterminate rats or mice, regulate every pest, or repair a building condition.

Prepare

Exact outdoor location, pest or vector type, dates and frequency, standing water or entry points, approximate counts, and safe photos.

Next or escalate

Use management and City code routes for building repair or interior infestation issues outside Vector’s scope.

San Diego County Air Pollution Control DistrictSmoke, dust, odor, idling, or improper asbestos removal
Contact(858) 586-2650 · apcdcomp@sdapcd.org

Web/app, phone, or email; phone option 2 is listed for after-hours concerns.

File an air-quality complaint ↗
Can do

Receive web/app, phone, or email complaints and investigate regulatory compliance within its authority.

Cannot do

Resolve mold, ordinary landlord repair, or every odor source; jurisdictional exceptions exist.

Prepare

Time, date, whether continuing, smoke/dust/odor type, suspected source and address if known, weather, symptoms, and safe observations.

Next or escalate

If the District says the issue is outside its authority, preserve that response and use the identified correct route.

County Agriculture, Weights and MeasuresPesticide application or drift, or a commercial utility submeter concern

Open AWM contacts ↗
Can do

Receive a pesticide complaint or review a regulated measuring-device concern within County authority.

Cannot do

Decide a full lease-billing dispute, order general repairs, or establish health causation from a report.

Prepare

Date, time, location, applicator or meter, product or device details if visible, weather, notice, bill, lease formula, symptoms, and safe photos.

Next or escalate

Run management, health, billing, or legal routes in parallel when those authorities are also involved.

Chula Vista Animal CareBarking dog, animal waste, animal emergency, or recurring animal nuisance
ContactAnimal Care office (619) 691-5123 · animalcare@chulavistaca.gov · Animal Dispatch (619) 476-2476

City service route, phone, email, or facility contact depending on the issue.

Contact Animal Care ↗
Can do

Explain and receive the appropriate animal complaint or service request.

Cannot do

Treat a management email as a formal animal complaint or resolve an ordinary neighbor dispute automatically.

Prepare

Dates, start and end times, location, type of animal issue, witnesses, management notice, and a factual incident log.

Next or escalate

Keep management notice and the formal animal route separate. If no formal complaint was submitted, do not describe it as filed.

AUTHORITY MAP

One problem can have more than one track.

  1. Property: repair, billing, access, and rules.
  2. City: code, public works, police, fire, and animals.
  3. Specialized County: pools, vectors, pesticides, measuring devices, and air.
  4. Housing Authority: HCV decisions and reviews.
  5. Rights and courts: CRD, HUD, courts, and legal help.

SOURCE METHOD

Preserve labels and limits.

Official sources are preferred. Calculations are disclosed. Calls, reports, cases, inspections, findings, corrections, and closures remain separate. Links, rules, phone numbers, and working translations require periodic review.
